The Seimas of the Republic of Lithuania (Lithuanian: Lietuvos Respublikos Seimas), or simply the Seimas (pronounced: ), is the unicameral Lithuanian parliament. It has 141 members that are elected for a four-year term. About half of the members of this legislative body are elected in individual constituencies (71), and the other half (70) are elected by nationwide vote according to proportional representation. A party must receive at least 5%, and a multi-party union at least 7%, of the national vote to be represented in the Seimas.
The Seimas uses parallel voting, with elections for the 70 proportional seats and the 71 constituency seats held on separate days. The proportional seats are allocated by the Hare quota, with a 5% election threshold (or 7% for electoral alliances) to gain list seats.
The Seimas Palace (Lithuanian: Seimo Rūmai) was designed by architects Algimantas Nasvytis, his brother Vytautas Nasvytis, and Robertas Stasėnas. The Palace entered Lithuanian and world history in 1990-91. On March 11th, the Act "For the Restoration of an Independent State of Lithuania" was proclaimed there. On January 13th 1991, the Soviet Army was planning to attack the Lithuanian Parliament, but was discouraged by the adamant resistance of the people and members of parliament who defended the Palace. It is commemorated by fragments of the barricades and memorial signs at the Palace. The National Martynas Mažvydas Library is located next to the Seimas Palace.[1] The building dates from the Soviet era; the interwar parliament of Lithuania sat in Kaunas.
When the Seimas is in session, there are four plenary sittings of the Seimas per week: two on Tuesday and two on Thursday, which are represented by the speaker of the Seimas or his deputy. As a rule, all sittings of the Seimas are open.
The presidium consists of a speaker and deputy speakers. The speaker and the deputy speakers are elected by the deputies of the parliament during the session.
