Excerpt: Explanations and Cautions EXPLANATIONS Survey authority and confidentiality. The U.S. Census Bureau conducts the American Housing Survey (AHS) to obtain up-to-date housing statistics for the Department of Housing and Urban Development (HUD). Title 12, Sections 1701Z-1 and 1701Z-2g of the U.S. Code authorize the Secretary of HUD to collect data from public and private agencies and protect the confidentiality of the data. Title 12, Section 1701Z-10 mandates the collection of the data for the AHS. The guarantee of confidentiality made to respondents is provided by the Census Bureau. Title 13, Section 9a, of the U.S. Code provides that all information which would permit identification of individuals will be held in strict confidence. Such information may be seen only by sworn Census Bureau employees and may be used only for statistical purposes. Section 214 of Title 13 sets penalties for disclosing confidential information.
