Excerpt: The U.S. Department of Homeland Security, Office for Domestic Preparedness (DHS/ODP) implemented the Homeland Security Exercise and Evaluation Program (HSEEP) to assess and enhance terrorism prevention, response, and recovery capabilities at the Federal, State, and local levels. HSEEP is a threat- and performance-based exercise program that provides doctrine and policy for planning, conducting, and evaluating exercises; it employs a cycle, mix, and range of exercise activities of varying degrees of complexity and interaction.
