INTRODUCTION 1.1 Background ot the Consultat~on * Tradlt~onal health practitioners, including trad~tzonal birth actendants, have looked after the health of Cheit cornunities for generations, and will undoubtedly contlnue to do so for many years to come, given the scarc~ty oi modern health care personnel and other geographical, cultural, social, and economlc iactors that have both a direct and indirect bearing on the qual~ty and avaalabklrty of health care servlcea. The majorley ot developing countries reallze that tradltmnal practltloners represent a v~tal end relatively untapped source oi health mampower, whlch must be sensitively utilized in national eiiorts to meet the basic health needs oi populations. Indeed, lt 1s now almost universally acknowledged that unless the trad~t~onahle alth practltloners are properly recognixed, and artaculAted wlth the national health system to implement strateg~es to achxeve hedlth tor all by the year 2000, countries wlll never be able to achxeve adequate health coverage for all their populatlona.
